September, the Chinese central government has released Guiding Opinions on the
Promotion of Prefab Houses, stating that by the end of next decade, prefab
houses should account for 30% of new buildings (so far the percentage of prefab

region for promotion, since this region annually generates about 10% output of
Chinese construction industry. What’s more, in the last decade, labor and land
cost in this region has doubled, which has been a very heavy burden on
